Instructions
Cook pasta according to package instructions and drain.
Brown ground beef with half the garlic, onion, salt, and pepper; drain excess fat.
Mix marinara sauce, water, cooked beef, and remaining garlic in a bowl.
Combine ricotta, egg, Parmesan, parsley, and half the mozzarella in a separate bowl.
Layer pasta, meat sauce, and cheese mixture in a casserole dish; top with remaining mozzarella and Parmesan.
Notes
For a vegetarian version, substitute the ground beef with vegetables like zucchini or mushrooms.
