Instructions
Brown the ground beef in a large skillet over medium-high heat.
Sauté the diced onion, bell pepper, and garlic until softened.
Add the chili seasoning mix, tomato paste, tomato sauce, diced tomatoes, and chicken broth. Stir well.
Cook the macaroni according to package instructions until al dente.
Melt butter, mix in flour to make a roux, then gradually add heavy cream and milk to create a creamy sauce.
Combine the cooked macaroni, beef mixture, kidney beans, and cheese sauce. Top with additional cheese and garnish with parsley.
